The issue is not how smart the models are or how many tools agents can chain together.
The issue is the absence of a runtime control system for autonomous behavior.

Other critical industries solved this problem long ago.

→ Pilots do not rely on manuals alone, they operate under live control systems.
→ Surgeons do not practice only on paper, they train under supervision before operating.
→ Self-driving cars do not depend on static rules, they rely on continuous sensing and control.

Complex systems are made safe not by intelligence alone, but by active control.

AI has skipped this step.
